Heath Town Regeneration Advances with Approval for 32 New Council Apartments

City of Wolverhampton Council has secured planning permission for 32 one- and two-bedroom council apartments on the former Duke of York pub site, marking the next phase of Heath Town’s comprehensive redevelopment.

Key Details of the Development
Keon Homes, acting for the council, will construct the apartment block on land bordered by Wednesfield Road, Tremont Street and Inkerman Street. The scheme includes wheelchair-accessible ground-floor units, enhanced landscaping, shared garden areas and balconies designed to foster community engagement.

Jim Woodsford, Pre-Development and Planning Manager at Keon Homes, said: “This is a real gateway site into Wolverhampton city centre, and we will reflect this with enhanced landscaping and a shared garden space for placemaking and balconies to encourage community interaction. All of the properties will be energy efficient and built to a high standard providing a place for individuals and families in the area to proudly call their home. That’s really important to Keon Homes.”

Phase Two of Heath Town Regeneration
This project follows the first phase, which delivered 40 houses on Hobgate Road and additional homes off Chervil Rise, alongside the demolition of vacant buildings and major improvements to existing residential blocks by Wolverhampton Homes. New play areas and a football pitch have also been added to the estate.

Councillor Steve Evans, Deputy Leader and Cabinet Member for City Housing, said: “The regeneration of Heath Town is helping achieve that and it is heartening to see how it is changing the lives of families for the better. Planning approval now means we can kick-start the next phase of our transformation of the estate, which is being built on the strong sense of community at Heath Town, where we have delivered improvements and new homes the residents can be proud of.”

Local Lettings Plan and Community Impact
Under a Local Lettings Plan developed with the Heath Town Tenants and Residents Association, most first-phase homes were prioritised for existing council tenants with local connections. The next phase will similarly aim to benefit residents and strengthen community ties.

Construction on the new apartments is slated to begin in winter 2025/26, contributing to the council’s goal of delivering up to 120 new council homes across five sites in Heath Town.
